Forge will not install. Write protection error. How do I fix this?

Trying to install the 1.6.2 forge and when I open it and click install client I get a "There was an problem writing the launch file, is it write protected?" error. It happens on every version I try. Anyone know how to fix this? Thanks

    You have something locking one of the files it's writing to. Reboot your computer and try again.

    I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
