Tried opening forge installer with java, but it will not install

Hey! I recently got a new gaming laptop which is windows 11. I installed java, and then downloaded the forge installer, but when I tried opening the installer with java, it would start to open and immediately close. I tried deleting the forge installer and redownloading it. That didn't work either. My tech friends thought it was an application like McAfee or Windows Defender, but after uninstalling McAfee and turning off windows defender, I'm still running into the same issue. Is there anything I'm not doing correctly?

    Some zip managers like to take control of the .jar file extension away from Java.
    Make sure you have Java installed and try running Jarfix once, then try the installer again.

    Also, if it makes a log file, post the log.
    Beyond that you can try running the jar from the command line to get a log.

    I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
