I can't seem to get forge to work at all

I have the installer, and Java is on my computer as well as minecraft Java. Every time I open the installer, though, I am met with the same damn screen. it's an Internet Explorer window, with the icon to match. No matter what I've done, I can't get rid of itFhq2ayWWQAYy0hY?format=png&name=small
