Error Code 1 over and over

HOPEFULLY I did this right. I have tried installing new versions of the launcher, Forge, java and even removing all the mods and nothing has worked. Game opens and runs when not selecting the forge version (currently 1.19.4 forge 45.0.9 and also tried with 1.19.3 as well) So I am curious what is wrong. I keep getting error code 1. Not the MOST computer savvy so it's probably something simple but still. Much appreciated for the help.

There is no error, but the last thing in the log is it trying to read the fml.toml file.

Likely the file is corrupted. Try deleting it and it should be recreated with default values.

Otherwise post the launcher_log.txt to see if that shows an error.
