What are the steps to download Minecraft Forge?

I am new in learning the minecraft world.  I have Minecraft Version 1.7.2.  I want to download Dragon Mounts version 1.6.4 and was told I should download minecraft forge first.  Could someone please let me know which forge version is correct and what are the steps to download minecraft forge?  Thanks.

you need to run 1.6.4 minecraft first

download http://adf.ly/673885/http://files.minecraftforge.net/maven/net/minecraftforge/forge/1.6.4-9.11.1.953/forge-1.6.4-9.11.1.953-installer.jar

and run the installer

place Dragon Mounts version 1.6.4 in the mods folder

.minecraft\mods

Thank you for your help.  Before I go ahead with the recommended forge download version 1.6.4 at the Files section of this webpage I have another questions please.......Should I select "Universal"  and will this 1.6.4 forge version work with the 1.7.2 Minecraft version?  I appreciate your help.  Thanks again.

there is no forge for 1.7.X
