Forge fails the booting process of minecraft with an outside of java runtime error.

For context I'm trying to play modded minecraft with a couple of friends. One of them keeps having minecraft with forge crash before the JVM is fully booted (From what I can assume).

Here is the crash report. We've tried reinstalling java messing with configs but nothing has helped

The minecraft version is 1.20.1
