missing mods.toml file's

I keep getting missing toml files, I've tried reinstalling, tried different forge versions and tried it locally always ending in the same results. This is also using the official installer with the "install server" selection.

game changed the way you create foods.
for example minecraft 1.21.8 code for the golden apple is
