Problem running forge 7.81.738 with Minecraft 1.5.2

I just installed a new install of Minecraft 1.5.2 on WIndows 7 which works fine. I then installed the forge 7.8.1.738 and get the following log with error when I try running Minecraft with the forge. It appears that it can't find/load files in the http://files.minecraftforge.net/fmllibs directory. Any ideas?
