Forge version 1.12.1 - 14.22.1.2478 doesn't install a new installation/doesn't appear in the new installation versions list

Today, I was trying to install forge version 1.12.1 - 14.22.1.2478 so that I could play on a server with my friends. When I first initially attempted to download and run the installer, it didn't work, so I checked to see if others had a similar problem, and they did1. After finding that post, I followed the solution and to my surprise, it had worked. After running the installer and seeing it say the installation had worked, I check the minecraft installer to check the versions, and it didn't appear there, or in the versions list as you make a new installation. Curious, I checked the folder for installations in the .minecraft folder, and it was there. confused, I deleted both the version in the .minecraft folder and the installer itself, and after reinstalling the installer with no hitches, I went through and made the installation, but it again did not show up. If anyone has a solution, I'd love to hear it. Thank you!

Edit: for the linked forum post I downloaded jarfix, but I'm not sure of its relevance to my problem
