1.20.1-47.1.0 crash with Exception in thread Invalid bare key: ${mod_id} (tried everything i found online)

i just setup the forge project with eclipse, i followed the instructions but everytime i try to run the client in eclipse i just keep getting "Exception in thread "main" com.electronwill.nightconfig.core.io.ParsingException: Invalid bare key: ${mod_id}".

i've filled out the 'gradle.properties' file correctly, i have tried everything i found online to resolve this but there isn't much information about fixing this other than the other post about this but that didn't work for me either.

what am i doing wrong?
