world edit is installed, but won't appear so (1.21.1)

I recently updated my minecraft world to 1.21.1 and I also wanted world edit. I installed forge for that version, and than downloaded the world edit mod. I put the file into the mods folder, and started up minecraft. Then I looked at the mod menu, but there was no world edit. I had the right version, forge was installed correct and I tried it multiple times and I couldn't get it to work.
