The Launcher won't open minecraft even without mods

i have been having the same problem with the launcher for a while now, when i want to play with forge mods the launcher gives me error code 1. i have tried everything to fix it, uninstalling Minecraft, reinstalling forge and testing the versions. even when i try to start the game without any mods, i get error code 1 almost instantly. 

Any ideas to solve the problem?
