When I download Forge it shows up as a .jar file, and i can't open it

I need some help, I'm currently trying to download minecraft forge 1.21.5, but it won't download properly, it shows as a file that has to be opened using some other app

    Install Java 17

     

    If java 17 is already installed, reassign Java

    • Open Settings 
    • Select Apps 
    • Select Default Apps (left-hand side) 
    • Select 'Choose default apps by file type' 
    • Scroll down and find .jar 
    • Change the application for the .jar file to Java
