Forge will not open

So, I have this problem with forge after i download it and try to open it this error sign shows up. I have been trying for the last hour on so to fix. I have check java, passed it through firewalls. If anyone has a fix please let me know.

java installation not completed

there are errors in the following switches:

"C\Users\jlago\Downloads\forge-1.20.1-47,4.0-installer.jar"

check that the commands are valid and try again

Or make a test with a Custom Launcher like MultiMC or AT Launcher

With it, just create a Forge modpack profile

For the reference of java; is that for java code or minecraft java. I have the last version of both

I have no idea - is enough RAM allocated?
Do other pre-configured modpacks work? Maybe use such a modpack as working base and add new mods one by one

The settings.gradle file has been fixed. But, the build.gradle has an error now.
Error:

[SOLVED][1.21.8 | Forge 58.0.5] How to cancel InputEvent.MouseScrollingEvent?

Personally, I just use event.SetCanceled(true) in my handler and it blocks the scroll well.
Even if the method does not appear clear, it is available via the Cancellable interface.
It works at home without additional hacks.
