net.minecraftforge.fml.config.ConfigFileTypeHandler$ConfigLoadingException: Failed loading config file ars_additions/glyph_retaliate.toml of type SERVER for modid ars_additions

Try removing the file ars_additions/glyph_retaliate.toml from the config folder.

If it happens again, search the log for "Failed loading", and see if it comes up with any more files. Might be worth a try backing up/removing the whole config folder if it repeatedly happens.
