I install the latest forge version, set it into minecraft.jar, erase the META-INF folder, and run minecraft. everything works fine, except im under the impression that forge should create a /mods folder shouldnt it? I cant find it and i need it for downloading some mods. what am i doing wrong?

    Was a forgemodloader-client-0.log file generated? If not, you didn't install forge correctly..
