So right now I have it so that if my custom armor has the enchantment that it gives the player speed boost.  But if you enchant other armor, it doesn't give the effect.  How do I do this?

I tried this but it didn't work

That isn't the boots slot content.

0 = boots, 1 = leggings, 2 = chestplate, 3 = helmet
