Cannot Connect to Server

Just installed the forge to my server on GGServers multicraft panel, everything booted up and there were no errors, yet when using the forge client (or regular minecraft client) I cannot connect to the server as if it were down.

Server log, there were no client logs.

When trying to connect to the server it gives error,    java.net.ConnectException: Connection refused: no further information:/192.99.19.54:25975

The NPE appears to be some form of backup script trying to run a save command

The first error is the fact that your modpack is broken and you're missing mods.

Well for now I'll just remove the mods then and get mods for it one by one... Used that Atlauncher thing and put them on as it said to ,-, Server's up and running with only two for now.
