Minecraft Forge 1.6.4 will not start

I can start the launcher, but when I click play, the game will not start.

I have tried Forge 9.11.1.953 and 9.11.1.965. Both have this error.

I have tried starting a new .minecraft and re-installing Forge again but it comes up with the same error again. I have also tried re-installing and trying different Java versions but the same error appears. I am using the installer. Minecraft without Forge works fine.
