[1.7.10] Bubble particles not spawning

I have added a block and want to make bubble particles spawn on top of it, so I added this:

@Override
    @SideOnly(Side.CLIENT)
    public void randomDisplayTick(World world, int x, int y, int z, Random rand)
    {
    	world.spawnParticle("bubble", x + (rand.nextFloat() * 0.625 + 0.1875), y + 0.75, z + (rand.nextFloat() * 0.625 + 0.1875), 0.0, 0.1, 0.0);
    }

For some reason, the particle doesn't spawn. I've tried it with other particles, such as smoke, flame or heart, and these do work. Any ideas on what my problem here is?

Good question.  I was seeing something similar the other day when making a drowning effect for "this isn't water, stop making it act like water" block.  I had copied over the bubble particle call figuring I could use it and I wasn't getting bubbles either.

 

I've since removed it (both because it wasn't working and because I did another, better, effect).

Apparently I'm a complete and utter jerk and come to this forum just like to make fun of people, be confrontational, and make your personal life miserable.  If you think this is the case, JUST REPORT ME.  Otherwise you're just going to get reported when you reply to my posts and point it out, because odds are, I was trying to be nice.
