Issue With Minecraft Forge 1.6.4 Server Installer

Hello my name is chad and i am creating a post because i am recently making a minecraft modpack and would like to create a server for it. I had the 1.6.4 recommended installer and i installed this and i ran the minecraft forge jar file and it outputted the error:

i googled this and i couldn't find an answer that can help me, i have tried alot of different solutions that just simply havent worked!
