I can put the block on stone :I

Don't set variable names starting with uppercase, it's ok but it's a bad habit. Naming conventions are class names start with upper case, everything else(?) camel case.

 

Assuming "on" means the block below it has to be grass dirt or sand:

 

    @Override
    public boolean canPlaceBlockAt(World world, int x, int y, int z)
    {
        return canPlaceBlockOn(world.getBlock(x, y - 1, z));
    }

    protected boolean canPlaceBlockOn(Block block)
    {
        return block == Blocks.grass || block == Blocks.dirt || block == Blocks.sand;
    }
