How do I make a mods folder using forge in Minecraft on windows 10?

I just upgraded from windows 7 to windows 10. On windows 7, I opened up forge, and there was a button that said, "Ok," and it would install forge. It was easy. Whenever I open it it wants me to choose a file. Someone told me 7zip but whenever I open that it comes up to a page. All I need is to know how to make a mods folder from forge.

I don't know if it makes a difference, but I think the mods folder has to be lowercase.

1.7.10 and older versions of Minecraft are no longer supported due to it's age! Update to the latest version for support.

This has nothing to do with the mods folder.

Just run the installer, and once thats done, run forge once and it'll make all the necessary files and folders.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
