"Reloading Texture Manager" long boot time and extreme frame-rate loss

I am using minecraft forge version 1.7.10 - 10.13.4.1614 and it was working great up until a few days ago. There is no crash, the game boots up and stays on, I can log in to my server and walk around. Here is my problem, when starting the game it take the usual amount of time to initialize all the mods but when the loader gets to step 7 when it says "Loading - Completing Minecraft initialization" it doesnt start minecraft like it used to. It begins some sort of texture pack loading process that takes about 10-15 minutes. After that I will log into my game and the frame-rates are so low that the game is not playable. I cant find anything online about this. I have found people who said to disable the splash screen but it does nothing to fix the issue. Still takes 15 minutes to start minecraft but now you cant see what's going on. I have done a fresh install of java and minecraft and the problem persists. Note that I have tested this issue with a fres and clean install of minecraft, no mods or texture packs and the process still occurs and causes framerate drops.

I have also updated my video card drivers. I run a nvidia gtx 780m if that matters to anyone. It shouldn't be a hardware issue because everything was fine until a week ago on this machine. Also note that my friends are running the same stuff I am and they are not having this issue. I tried posting the log file here but its too big apparently. Anyone have any thoughts?

The loading screen has profiling information in the logs.

You can use that to determine what mods you should remove to speed things up.

However, we don't support 1.7.10 anymore. Update, or you're on your own.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
