Cannot get Forge Installer to open/endless loop

For 4 months now I have tried to get Forge 1.7.10. Every time I try to open Forge from my file explorer (I run on Windows 10 if it helps) I use internet explorer to try and open it.

 

First it asks me if I want to save or open Forge. I click open (since I already saved/downloaded it), and a popup comes up and says that i can 'View and track your Downloads.'. Below It has the Forge file and has a drop box next to it that has two options: Save and Save As. I hit Save, and then it changes to either Open or Open With. Java is not an option in the Open With box. I Open it, and IT BEGINS ALL OVER AGAIN!!! All over from the point where it asks me if I want to save or open it.

 

Please, I am going out of my mind and no other websites or forums have this kind of issue. I am not a super computer nerd either that can do all sorts of commands.

 

I have actually achieved the installer popup before but not for the version I need and I don't know how I did it.

 

Does anyone have any ideas??

Whatever/wherever you got forge you've messed it up.

Go to files.minecraftforge.net and download the win installer and run it.

it says save as, open, or save and nothing still happens its just an endless loop and its pissing me off rlly
