I want my custom dimension to be flat.

I'm trying to make a mod with a custom dimension, and I would love to make it flat, with a few layers of my custom block, and lots of villagers if possible. Unfortunately, I haven't found anything online alluding to how I would go about this. Any help or suggestions will be highly appreciated!

Why not look into GuiCreateFlatWorld to see what causes the world to generate as a flat world.
