Running Forge as a Plugin on the official API

If forge uses built in minecraft code to add new features, could it be used as a plugin in the api? For example: I join a multiplayer server and it asks me to download forge, then if I say yes, allow forge based plugins.

 

Does forge need to be loaded with the game, or could it be loaded with a world?
