Can't change install directory on 1.7.10 Win installer

I'm trying to set up a server in another location & need to install Forge for a server 1.7.10. It keeps installing into my already messy & packed .minecraft directory & from there I can only find 2 files to upload to my server with the current date & time. The libraries are nowhere to be found. I did manage to find a forge subdirectory down in the libraries folder, but it was from years ago. To make this simple, I decided to install the server files into a fresh, empty subdirectory, but every time I click on the '...' to change the install location, the installer crashes & leaves the following error log (attached). I also tried a different version for 1.7.10 but it was having the same crash upon trying to change the install directory.
