Forge for 1.12 not downloading a .jar file

After not using mods for a while I have attempted to re-download/update my forge to 1.12. After using the installer that comes through the new version in my .minecraft folder does not have a .jar file. Is there any known reason why? Also, is there a known way to fix/solve this?

 

For the record I do not know much about adding mods so I may need a bit of explaining if I have done something silly.

    Its not supposed to have a jar file.

    I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

    I thought it was supposed to have an executable jar file with it. I know it at least used to.
