Any Forge 1.8 Version crashing ***ONLY*** if mods are laoded

No matter what 1.8 Forge version I load, 1.8, 1.8.8, 1.8.9, etc...if I have any mods loaded the game crashes. I even deleted my .minecraft and all I replaced in the new one was my mods folder. Before anyone says this, no it isn't an issue with any mod. I did this with every single mod I use one at a time and it still happens every time. Here's the error: The game crashed whilst there was a severe problem during mod loading that has caused the game to fail
Error: net.minecraftforge.fml.common.LoaderException: java.lang.NoClassDefFoundError: cio

If anyone has a suggestion please reply as I can't use Forge 1.8 at all with this issue assuming I want to load mods which is pretty much the only use of Forge.

1) Update to 1.12 if you want support

2) You have way broken mods in your setup.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

it's not the mods. i ran each mod on it's own and it crashes for every single one. the mods are from a mod pack that has plenty of downloads and is working just fine. i believe the issue is with the loading of the mods, not the mods themselves.
