Trying to use forge-1.12.2-14.23.0.2491-installer-win.exe and it won't open at all to the menu to install the server menu, literally when I click on it nothing happens. 
Things I've tried:
- Tried running it as admin.
- Deleting and reinstalling the exe.
- Deleting and reinstalling Java.
- Deleting and reinstalling Minecraft.
- Deleting Java, Forge, and every trace of Minecraft I could find on my PC.
Out of ideas.. The older .jar files in 1.11 work fine and I can install the server just not the 1.12 .exe's

Yes, the older versions using the .jar files work fine and open the window to install the server. However the .exe application file to open that same window doesn't open when I click it. A log generated once but I deleted both the log and the .exe as I thought I got the wrong version so I reinstalled it and after that I can't open that .exe launcher. I'll try running it with cmd and post the results when I get a chance to later.

There's a JAR and EXE version of the installer available for every version of Forge, including the versions for Minecraft 1.12.x.
