friends cant connect to modded server

having troubble getting friends onto a server i created. i set the ip to my IPv4 but he still cant connect, and i have port forwarded. i CAN however get into the server with the ip on my second computer. did i mess up the port forwarding?

 

this is the version im using.

forge-1.10.2-12.18.3.2316
