I grabbed the update tonight & installed it via the Windows Installer.  It's in my Minecraft directory but the Launcher doesn't see it.  I've run the installer 3 times, once after restarting my PC.  I've attached a screenshot showing the Launcher's list of versions with my install folder open just above it showing that the latest Forge is installed in the directory.

The log file generated by the installer starts with (everything after that is successfully validated):

Considering library net.minecraftforge:forge:1.12.2-14.23.0.2528: Not Downloading {Wrong Side}
Considering library net.minecraft:launchwrapper:1.12: Not Downloading {Wrong Side}
Considering library org.ow2.asm:asm-all:5.2
Considering library jline:jline:2.13: Not Downloading {Wrong Side}
