Go to www.minecraft.net and buy the Java version. If you'd started there, I believe you get a free copy of the Windows 10 version when you buy the Java version, but not the other way around.

Right, you bought the Windows 10 version, which does not support modding. It is completely separate from the Java version, which does support modding.

 

Unfortunately, you did not research enough into what you wanted to do before you spent your money, so you have to buy Minecraft again.
