Server Forge won't start with a .bat file, but will start if I launch the .jar file

Hello, as the title says, I have a problem with forge, which makes it open the cmd prompt, but gets stuck on one point, which at the end it, writes: Generating New Properties File. If I try and open the .jar file though, it opens just fine, but with less RAM, and that makes my server lag. I will put 2 screenshots here, so you can see the texts that I am getting.

 

EDIT: I have tried jarfix, changing the location of the server folder, changing launch settings on the .bat file

Here are my launch settings: java -Xms1G -Xmx1G -jar forge.jar nogui
                                              pause
