Trouble connecting to forge server

I'm trying to run a forge server on 1.7.10 and i'm having issues connecting, i get the error"java.net.connectexception connection timed out no further information". I have the server running just fine and I'm fairly certain I port forwarded correctly, given the website http://canyouseeme.org/ says the port 25565 is open. I also removed all mods on the server and I still have the same issue, any ideas?

Thats fine but this issue isn't specific to 1.7.10, to be honest it can probably be ignored that it's 1.7.10.

 

I know people have been having this very issue on the newer versions as well.

Post the log,

make sure you've got the port right (you can't leave it blank unless you also port-forwarded port 80 or 8080 to port 25565),

try connecting to localhost:25565 (if your hosting the server on the same machine as your playing on). If you can access it from here that means you messed up port forwarding or somewhere something is getting blocked (ISP blocking, Router Firewall blocking etc)
