Forge Installer won't download server .jar, and won't recognize server .jar already downloaded

I am trying to setup a custom modded server on MC 1.12.2, downloaded the forge installer "forge-1.12.2-14.23.4.2705-installer" to my desktop, and the universal "forge-1.12.2-14.23.4.2705-universal" which I saved in the modpack file. I ran the installer, but I got the error message seen below. To circumnavigate this, I directly downloaded the server .jar from the minecraft website and put it in the file, but the installer will not recognize it and keep going to move everything over. I also earlier tried to do the same thing with a 1.10.2 modded server, and the same thing popped up; I figured I would give the updated version a try to see if it worked, but the same thing happened. Thanks in advance.

Is your computer enough powerful to support this ?I've tried to do the same thing last year, and there was an error.

Yeah, I think I should be fine there. I can run other modpack servers from technic/ATLauncher and play clientside on the same machine

Oh no! I hope that Amazon has fixed their servers in 2 years time? Do they sometimes go down? Are others having this problem?

Also, I manually Installed the server .jar, so the Forge installer should theoretically skip the installation for the server .jar and go ahead with the installation of forge to the server??

Ah, that was exactly the issue, thanks!!! Can't believe that is a default setting in windows!! If I have any issues going forward, I should start a different thread, Correct @diesieben07?
