Forge libraries failed to download

forge-1.12.2-14.23.4.2705-installer-win.exe (i have tried .jar)

 

 

I have tried many solutions and nothing has worked for some reason this pc has had problems in the past with minecraft and only minecraft but i dont see why it isnt fixable

i have looked at past post with solutions that apparently worked then but none work now

 

i have 0 clue what could be the problem please send help, thank you

Its not there, is it because i use the old launcher to play? https://gyazo.com/086054492c436b78b973ebfae49fb7ae that one to be specific.

and just to say i use the old launcher because the new one will either refuse to load up and end up not responding, load up and stop responding at the dirt screen when loading into a server,

load into a server and crash after moving for a little bit, or crash when you interact with something like opening your inventory or right clicking a compass on a server like hypixel or mineplex

I've tried everything in this post before, 

• Hold down shift and right-click an empty space, then select "Open command window here".

when i try this instead of open command window it says open powershell window instead

When in Powershell window type:

cmd

Then you can type in powershell and it will act like command prompt.

Step 1 of the steps given, use the jar version of the installer, not the exe. This means you need to get the generic "installer" from the website, not the "Windows Installer"
