failed to download file forge minecraft launcher

Whenever I try to use forge with minecraft 12.2 and launch the minecraft launcher this error message comes up.

I have tried multiple things such as trying out other forges for 1.12.2, reinstalled minecraft, restarted my computer, and tried other ways of downloading forge.  The forge is within the correct version of minecraft from what I can see and everything seems like it is correct however this keeps showing up.  1.7.10 forge works fine so I don't understand what the problem is.  If anyone can help me out and knows what's going on it would be greatly appreciated if you could help me out with this.  I am using the recommended version of forge by the way.

Then you need to re-run the Forge installer, if the issue persists you may need to delete that version of Forge from your versions folder and re-re-run the installer.

I re-ran the forge installer and it still came up with the same error message then I deleted that version of forge from my versions and I re-ran the installer and sadly it still came up with the same error message.  Are there any other things that could fix this problem that you know of?

debug.log should be in your logs folder, as described in my signature.

for some reason only chat logs from servers and fml things are there however there is no debug.log in my logs folder for some odd reason.  Sorry if this is causing you a big inconvenience.

That log looks file, paste this into a file explorer window and tell me if it shows you a file or if it says there's no folder by that name:
%AppData%\.minecraft\versions\1.12.2-forge1.12.2-14.23.4.2705
