Forge jar file does nothing

OK so I'm sorry this is probably a dumb question but i need help none the less. I've just started the process of creating a forge server and have gotten as far as downloading it but when I go to click on the forge jar file where It would normally create all the folders for things like log and eula instead my mouse just shows the loading circle then nothing happens. I would usually try to give more symptoms but there isn't a whole lot that I know of. Here is what I believe to be a link to an imgur screenshot of my folder(https://imgur.com/a/k8aMWsP) cause thats all I can see. I'm thinking it might have to do with the universal jar because I'm seeing a lot of people talking poorly of that but cant figure out how to fix it. Again I'm sorry if this is a bad question thank you for the help.

I've also attempted to put the server file in the .minecraft and .technic folders. I wouldn't think that would make a difference as I've had several severs in the past and never needed this.

do you have any logs at all?

no I've looked at the launch logs but didn't see anything related to this. But I can try to post them anyways to see if you can see something

OK so i couldn't find any logs caused by me clicking the forge file but this just randomly appeared on my desktop so it might be related. It also be because i tried re downloading java to try to fix the issue.

Where did you download it from (url)? Do you already have Minecraft installed? Did you use the installer? What Java do you have installed?

Here is the launcher log its excessively large though so i don't know how helpful it will be

I downloaded forge here. And I did use the installer. I have minecraft and the technic launcher installed don't know if that makes a difference. And my java version is 8.something don't know how to check specific though

Those aren't the right logs for diagnosing server problems, open a command prompt (Windows Key + R, then type cmd and press enter).

Run the command java -version and paste its output here.

ok so then will i run into issues having both downloaded on my pc?

There shouldn't be any issues other than potential lost convenience (you will likely need to manually specify the path of the Java exe of the old version in order to use it, rather than simply typing java).

ok how do i do that and what does that mean. I do have both downloaded on my pc at the moment already.

alraight i just deleted java 10 hopefully that isnt tragic cause i replaced it with java 8 and it is now working. If it is possible to keep both that would be great. Thank you for the help and any future help as well. Cause id still like to know how to keep both

how do delete the other versions and keep only eight cause mine keeps showing java version 17
