FML and Forge

So I ran into a mod that required forge and wouldn't work with just FML, probably because it wasnt made to recognize it. So I installed Forge on top of FML (is that the right order?) and everything seemed to work.

 

What I want to know, is this really necessary?

No, as forge comes with fml.

So I should just ask the mod dev to make it recognize if FML is installed instead of forge right? Or is there an easier way to use mods saying they need a certain forge?

Nah, 95% of fml installs come with forge anyway, there isn't much reason for you to be installing fml without forge...
