Forge (1.13.2) update from 25.0.50 to 25.0.63 Client Crash

After upgrading Forge (1.13.2) from 25.0.50 to 25.0.63 the Client crashes :

Update: 25.0.60 is working, 25.0.61 crashes.

Why does the rerun of "genIntellijRuns"  is needed ?
