forge installed but not working (SOLVED)

when i downloaded the forge 1.12.2 and i ran the launcher. but the mod thing you click on to check to mods you want to put on wasn't there and when i went into the game nothing was there. is there any way i can fix this?

You don't download the launcher, you download the installer.

The launcher artifact is poorly named for something available alongside the installer, it's meant to be used by another piece of software, not used manually.
