A command line argument is something you but in the .bat file or .sh file when you start the server. Or for the launcher you edit the profile and you will see JVM ARGUMENTS. Put it there.

now it just says that they couldnt create a java virtual machine and that a fatal exeption has occurred

For any late comers like me, or you who have already posted comments, here:

When you type in the "-Dcofh.rf.crashOnOldAPI=false", remember to put a space at the beginning. Other wise the launcher with think it's part of the command line before it. So, remember the spacing.

Post a new log after removing that mod, may point to the true culprit, or be a completely different error entirely.
