I went to Minecraft Forges Installer and tried to download the 'Installer' file and it appears to download just fine, I hit the 'keep' file button and it downloads the Installer.jar file and it doesn't install the launcher on the desktop screen, so I tried to open it but It opens Internet Explorer View Downloads File Manager and everytime I try to open it, it seems top copy or I guess start another download but regardless the launcher doesn't install and I don't know how to properly install the Launcher

Do you have Java installed? If not install it. If you do then you can use this to make sure jar files open with Java.
