Confused about starting a forge server with extra ram

I feel as though there is something simple that I am failing to understand.  Hopefully one of the experts here will be able to point me in the right direction.  It seems that in order to run my server *with* the chosen mods installed, I have to start the server by running the forge-universal.jar  I have a start.bat script which will also start the server (with extra memory allocated) but it will not load the mods.  How can I run the forge-universal.jar whilst allocating extra memory for the server?

 

(I am fairly new to server administration so this all seems a bit foreign to me.)  The server is a small vpn server for 4 people.  Everything works well in vanilla, but we want to play with extrabiomesxl.

1. Copy your start.bat, rename it to start_forge.bat or watever

2. Open that bat in your prefered text editor (I have Notepad++, but you can also use Notepad / Editor)

3. change every reference to your minecraft_server.jar to your forge-universal.jar

4. save your copied bat and execute it. Done

This thread makes me sad because people just post copy-paste-ready code when it's obvious that the OP has little to no programming experience. This is not how learning works.
