[1.12.2] "Draw the rest of the owl" - getMetaFromState and getStateFromMeta

I'm new to making mods and frustrated with how loosely-covered these functions are. Blockstates are touched on very lightly in the documentation and don't even explain what parameters need to be passed into these, nor what I should be doing with the IBlockState class.

I just want to make my model see-through without having this "x-ray" ability, change the bounding box height, and allow the player to walk through it. Yet I'm getting unclear and vague instructions from any place I look; they refer to blockstates and these functions but already assume the asker knows what to do.
