These libraries failed to download and the term "java" isnt a funcion on the cmd

I've already seen all the other topics that have the same problem but when i type the "java -Djava.net.preferIPv4Stack=true -jar forge.jar" the cmd says that the term "java" isnt a function.

I started having this error now, i reinstalled minecraft but it keeps saying that, please help me.

You need to install Java.
