Forge .Jar file not launching in Java, it is just launching straight to the Minecraft launcher

I am downloading the forge-1.15.2-31.1.27-installer but when I open it, it is just opening up the Minecraft launcher and never actually installs the Forge mod. I can't make it go to Java and actually run the install. Any suggestions?
