Forge Server not working (1.12.2-14.23.5.2847)

I'm trying to create a modded server but installing forge server from the windows-installer it don't open when I double click it and even when i use a start command in .bat.

 

Start command:

java -jar forge-1.12.2-14.23.5.2847-universal.jar

Folder:

[Ugdhar]

1.12 is no longer supported on these forums due to age.

Please update to a modern version to receive support here.
